This tax would only affect the big, bad developers that are bringing new people into the county from other places and crowding our schools&ndash;so they said.</span></span></div><div ><!--BLOG_SUMMARY_END--></div><div  class="paragraph" style=" text-align: left; "><span style="color: rgb(0, 0, 0); font-family: 'Times New Roman'; font-size: medium; line-height: normal; "><span style="color: rgb(0, 51, 102); font-family: Arial, Helvetica, sans-serif; border-collapse: collapse; "><font color="#000000"><br />This new tax was the Home Buyer&rsquo;s Tax that requires every developer in Harford County to be charged ~$8,000 per house to be paid when acquiring a permit &ndash; up front, before any money has been made.<br /><br />The idea of the tax seems noble enough- the money raised from the tax goes into the Harford County Public Schools Capital Budget account so that it must be used only for new school development, property acquisition, or school renovation. But a tax that exists to take advantage of a specific group of people (in this case, consumers and builders) is unfair, and should be eliminated. The Home Buyer&rsquo;s Tax does not hurt or punish big bad developers, the tax is passed on to new homeowners in Harford County, many of which are already Harford County residents purchasing a new home in another neighborhood. This means that these residents are being unfairly double-taxed.<br /><br />The revenue raised from this tax was approximately $2.2M dollars last year. The last school that was completed in Harford County was the new Bel Air High School. As of the January status report found&nbsp;</font><a href="http://www.hcps.org/Departments/docs/Operations/PlanningandConstruction/ConstructionStatusJan09.pdf" style="padding-top: 0px; padding-right: 0px; padding-bottom: 0px; padding-left: 0px; margin-top: 0px; margin-right: 0px; margin-bottom: 0px; margin-left: 0px; text-decoration: underline; "><font color="#000000">here</font></a><font color="#000000">&nbsp;the high school cost a total of ~$57 Million to date. Clearly, the Home Buyer&rsquo;s Tax does not generate enough revenue to substantially cover our school costs given the fact that it doesn&rsquo;t even cover 3% of the cost for one school. The Home Buyer&rsquo;s Tax is simply unnecessary and fundamentally a mismanagement of taxpayer money. Furthermore, I am sure that we could find $2.2 million dollars of spending in the county budget that we could cut to send this money back to the taxpayers&ndash;thereby eliminating the Home Buyer&rsquo;s Tax.<br /><br />The damage that this Home Buyer&rsquo;s Tax does to the thousands of Harford Countians who want to buy homes in the county is far greater than the benefit provided to the HCPS Capital Budget. Without this tax, we will still build new schools, and we will still borrow money through bonds to break up the payments over time. The Home Buyer&rsquo;s Tax was imposed only four years ago, how did we pay for schools before that?<br /><br />Here in Harford County, we pay property taxes at the County and municipal level. On a home that is assessed at $250,000, the annual County portion of taxes amount to $2,705. This tax amount is the property owner&rsquo;s share of the County Government, including school construction. They move here and are willing to pay this amount, growing at 5% per year. Why should we burden them with an additional tax assigned to them before they get here?<br /><br />I fully support making people pay for costs that they incur. For example, if a new home being built on a farm requires water, sewer, and road construction, there should be a tax levied on the owner to pay for it. But this tax is simply an arbitrary one-size-fits-all approach to generating infrastructure revenue.<br /><br />Please join me in calling for the Harford County Council to pass Bill 09-29 to repeal the Home Buyer&rsquo;s Tax. This is double the County rate minus the highway tax that we exclusively pay at the County level. The average homeowner in Aberdeen pays ~$4,000 per year in property taxes. &nbsp;This is unacceptable!</span></span></span></span><br /><font color="#000000" size="3"></font><br /><span style="color: rgb(0, 0, 0); font-family: arial; font-size: 13px; line-height: normal; border-collapse: collapse; "><span style="line-height: 14px; font-family: Arial, sans-serif; color: black; "><span></span><span><span style="font-size: small; ">Businesses that are seeking a location to operate in Harford County are likely to overlook our City as a result of the double taxes and extra regulations imposed by Aberdeen City Government. Does<br />this really make you think of Republican<br />vs. Democrat? If it does, then there is a<br />serious problem in politics.<br />The Constitution, along with<br />the Declaration of Independence,<br />forms the backbone of our system of<br />government. This Constitution is meant<br />to defend the God-given liberties granted<br />to all citizens. This message should be<br />shouted from the hills of Darlington and<br />talked about at dinner tables across this<br />great County.<br /><br />The TEA (Taxed Enough Already)<br />Party movement is a genuine grassroots<br />effort with no central organization and no<br />political party affiliation. Trust me: the<br />TEA Party Participants are as displeased<br />with the Republican&rsquo;s deficit spending<br />as they are with Democrats&rsquo;. Our ideals<br />support a smaller government that<br />follows the Constitution, supported by<br />fairer taxes. I reiterate this point very<br />frequently: We have no problem paying<br />taxes but we want them to be fair and<br />sustainable. In Harford County, the<br />budget has exploded since 2005, growing<br />45 percent, while the population has<br />grown only 1.4 percent. Nine percent<br />increases year after year are unfair and<br />unsustainable &mdash; this idea that led to<br />the Homestead Tax Credit Amendment<br />that will save the median household in<br />Harford County approximately $10,000<br />over the next decade and lead to an $850<br />million cumulative savings.<br /><br />There is still a lot to do before we<br />can declare victory. The Maryland State<br />Property Assessment system needs to be<br />reformed and the Harford County Tax<br />rate is still the third highest in the State<br />behind only Baltimore City and County,<br />respectively.<br /><br />In passing the Amendment, the County<br />Council and County Executive have taken<br />a good step towards keeping Harford<br />County competitive and affordable for<br />families. The Homestead Tax Credit limits the amount that the property taxes for an owner-occupied home can increase annually [...] ]]></description><content:encoded><![CDATA[<p  style=" text-align: left; ">On Tuesday, July 14, 2009 starting at 6PM, 200 concerned citizens paced up and down Route 22 and Bond Street at the County Council Chambers to provide support for the Harford County Council&rsquo;s decision to Amend the Homestead Tax Credit. The active citizens waved signs and showed unity as they fought for the future of Harford County!<br /><br />  The Homestead Tax Credit limits the amount that the property taxes for an owner-occupied home can increase annually. Before the meeting the rate stood at 9%, meaning that the property taxes could increase no more than 9% per year. At that rate, your taxes due to the tax collector would double every 8 years. The purpose of the Amendment was to limit the increase to 5% per year, under which it would take 14 years to double.<br /><br />  At 7:00PM, public comment was started and about 25 people gave their input on the issue. Opinions reached from sustainability concerns to government bloat in general. All public opinion speakers were in support of the Amendment.<br /><br />  The Amendment was passed with a unanimous 7-0 vote! The savings to the median household will be approximately $10,000 over the next decade, and $850 Million cumulatively. However, this still means that your taxes can increase 5% per year. While this is a large step in the right direction there are other issues that need our attention now. <br /><br />  The Maryland State Property Assessment system needs reform and we will be working on this in the future. The Harford County tax rate is still the third highest in Maryland, behind only Baltimore City and Baltimore County. <span style="mso-spacerun:yes">&nbsp;</span><br /><br />  Thank you to everyone who has decided to become active in government recently. Specifically, the three components of the tax are as follows:<br />1. Tax rate<br />2. Property Tax Assessment<br />3. Homestead Tax Credit Cap rate<br /><br /><br />-TAX RATE-<br />Each tax rate is set by the taxing district. This could be the County or the municipality, or both, depending on where you live. Every year the County executive (and each Mayor) is informed by Annapolis a tax rate that if levied on everyone, would bring in the same total tax revenue. This number is called the Constant Yield Rate. Instead of adopting this year's rate of $.994 per $100 of assessed value, County Executive Craig decided to raise the tax rate tp $1.082 per $100. This rate is different for those in Havre de Grace, Bel Air, or Aberdeen, as they are double taxed for living within the town limits. <span style="text-decoration: underline;">The tax rate is multiplied by the Property Tax Assessment to come up with the taxes due.</span><br /><br /><br />-PROPERTY TAX ASSESSMENT-&nbsp;<br />The Property Tax Value Assessment really, really needs to be reworked in Maryland.&nbsp;<br />Currently, the taxable value of your home is set not at the market price of the home but at the replacement value. That is, if your home were to burn down tomorrow, the cost to replace it is similar to the assessment.&nbsp;<br />The assessments have very little if any basis in reality and they are big pain in the butt to appeal. For more information about this, please contact Mr. Whitely at MDFairTax (at) juno.com .<br /><br /><br />-HOMESTEAD TAX CREDIT CAP RATE-<br />In the state of Maryland, a homeowner's taxes due are limited to growth of 10% per year. That is, the tax bill will never increase more than 10% anywhere in the state, by law.<br />This is independent of the Assessment process, so that if your assessment increases 20% in one year and the tax rate stays the same, your taxes will only increase 10%.&nbsp;<br />In Harford County, this rate is currently limited to 9%. So if your property tax bill is $1,000 in 2008, in 2009 the highest the bill could be is %1,090, then in 2010 $1188.10. etc. <span style="text-decoration: underline;">This means that your property tax bill will double every 8 years.</span><br /><br />Now, on July 14 at the County Council meeting, the Council is going to vote on whether or not to decrease this HOMESTEAD TAX CREDIT CAP RATE from 9% to 5%, limiting the amount that the taxes on your primary residence can increase every year.&nbsp;<br /><br /><br />Mind you, this doesn't apply to second homes, commercial property, or apartments. My fears were quickly allayed as the speakers and music drew many more people into the audience.<br /><br />Many local Liberty-minded groups had tables present. It was great! If you are a labor union that funds democrat campaigns, you made out very well. If you are an illegal immigrant in immediate need of a Maryland drivers license, you scored a victory. If you believe that a homeowner or small business owner's greatest worth is the taxes and fees they pay government, you can take a victory lap.<br /><br />However, if you are a new homeowner, small business owner, state employee, residential or commercial buyer of electricity, or a driver of Maryland roads, you lost big in the 2009 legislative session. Here's how:<br /><br />Small businesses will pay more under House Bill 310, which increases unemployment insurances tax rates, making it more difficult for employers to keep and hire employees.<br /><br />Individuals and business pay more for electricity under House Bill 315, which requires companies to cut their CO2 emissions by 25% by 2020. The costs incurred by companies to comply with this mandate will be passed on to you, the consumer. Yet Maryland's most powerful labor unions, who bankrolled the campaigns of the lawmakers who wrote the legislation, were protected by virtue of a "manufacturing exemption" in the bill.<br /><br />State employees will pay more under House Bill 298, which imposes a $400 annual tax on state employees who are not members of a labor union. Once again, our liberal leaders favored the special interests who financed their campaigns while punishing ordinary, non-union state employees who were already forced to take furloughs in December.<br /><br />Drivers pay more under House Bill 313, which places speed surveillance cameras throughout the state, despite clear evidence that the devices can be manipulated. For instance, Montgomery County high school students were caught duplicating the license plates of teachers and students and speeding through surveillance camera zones. The cameras do not distinguish between the owner and operator of the vehicle, yet drivers are still forced to pay $40 fines. Drivers who use E-Z Pass will also pay higher fees.<br /><br />Homeowners with septic systems pay more under Senate Bill 554, which requires nitrogen-removing technology for new home or commercial renovation and construction projects. This legislation will cost new homeowners and renovators an additional $12,000.<br /><br />Students and parents pay more as college and university room and board charges will increase as much as 7 percent next school year.<br /><br />Illegal immigrants will continue to reap rewards from Maryland's amnesty policy toward drivers license. Maryland is the only state west of the Rockies that allows illegal immigrants to obtain drivers licenses. As a result, a staggering 300,000 have obtained Maryland licenses since 2006. While legal immigration is an important American tradition, the legislation passed by O'Malley and the legislature this year leaves the welcome mat out for illegal immigrants.<br /><br />That summarizes the winners and losers of this year's legislative session. Surely that would save the Fallston Branch.<br /><br />I heard a story about a lady at the Abingdon branch of the library that refused to sign a petition to save the Fallston Library and was asked to leave. I hope this is just a rumor.&nbsp;<br /><br />The Tea Party movement and the people that held Rallies at the Council Chambers can be given credit for helping bring about the tax break for all homeowners in Harford County, however, not for closing the library. Remember, the County taxes that residents and businesses pay have increased from $420 Million in 2005 to $610 Million in 2009. That's a 45% increase in 4 years.<br /><br />Let your voice be heard. If you feel that the Library should close, tell them! It is important that you support the decision makers either way you lean.
